Привлекает к работе ведущих ученых, проводит семинары, конференции, издает литературу, журнал "Сентер мэгэзин" [Center Magazine]. Находится в г. Санта-Барбара, шт. Калифорния. Основан при участии Фонда за Республику [Fund for the Republic] и Фонда Форда [ Ford Foundation]. Организован и работал до 1977 под руководством педагога и писателя Роберта Хатчинса; с 1979 носит его имя.
